Considering that a handrail is used in conjunction with stairs, we'll start here first. A handrail needs to be fully functional and comfortable. Find out what the allowable height from the stair nose, to the grab is. Also ask if there is a projection away from the first tread horizontally, and the last tread horizontally. Using your 4' level, lightly pull lay out on the wall in a way that may be erased when the project is complete. On exterior siding, simply find the 'face' nails to locate the studs. Now you will have vertical lines going up the stair well on 16" layout. A stud finder may help here.
